This is a felt ornament of a dwarf elf [Tonttu]. In Finnish legend, Tonttu lived in the houses and cottages where people lived in the forest, protecting them from disease and misfortune and making them always happy. Later, the villagers moved to the city one by one, so a group of elves moved in to live with Santa Claus, continuing to send blessings to mankind in another way.
